Please update/upgrade software and communications at Boston City Council. Stenographic software could be made more accessible for hard of hearing folks that the plain English text Stenographic Record can be read without struggle.

Note the Contract provides "All work papers, reports, questionnaires and other written materials prepared or collected by the Contractor in the course of completing the work to be performed under this Contract shall at all times be the exclusive property of the City."

"2.3 City is entitled to ownership and possession of all deliverables purchased or developed with Contract funds. All work papers, reports, questionnaires and other written materials prepared or collected by the Contractor in the course of completing the work to be performed under this Contract shall at all times be the exclusive property of the City."

Therefore the additional needed file for viewing in plain English text the Stenographic Record but currently not available, the additional file can be viewed as falling under Contract provision 2.3 for it's compiled/edited during the Public Meeting. And as well subject to Sunshine Open Meeting principles of open government transparency. By getting more familiar with the internals of the technology, the internals of the computer/Stenograph machine, the internals of the software Boston City Council can advance communications for more of its good works and interact more substantively with people.
