>> GOOD AFTERNOON.
MADAM CLERK, WILL YOU PLEASE
CALL THE ROLL TO ASCERTAIN THE
PRESENCE OF A QUORUM.
[ ROLL CALL ]
[ ROLL CALL ]
[ OFF MIC ]
>> THANK YOU.
AT THIS TIME, IF ALL COUNCILORS
AND GUESTS WOULD
PLEASE RISE, I WOULD ASK THE
CLERGY TO DELIVER THE
INVOCATION, AND REMAIN STANDING
AND COUNCILOR LAMATTINA WILL
LEAD US IN THE PLEDGE OF
ALLEGIANCE.
>> THANK YOU, MADAM PRESIDENT.
THANK YOU, EVERYBODY.
I HAVE THE
HONOR AND PLEASURE
TO INTRODUCE ONE OF MY FAVORITE
PRIESTS IN EAST BOSTON, FATHER
JOHN MAZZARO, DIRECTOR OF THE
LEGIONS BOYS AND GIRLS CLUB IN
EAST BOSTON.
SOME OF YOU MAY REMEMBER THAT I
INVITED FATHER JOHN HERE A FEW
YEARS AGO, BECAUSE HE'S ONE OF
MY FAVORITES.
HE IS A NATIVE EAST BOSTONIAN
AND A GRADUATE OF ST. DOMINIC
HIGH SCHOOL, AND HE'S A
DIRECTOR OF THE BOYS AND GIRLS
CLUB AND DOING EXCELLENT WORK
THERE FOR OUR YOUTH.
I'M PROUD OF THE TRADITION THAT
THE BOYS AND GIRLS CLUB HAS
INSTILLED IN OUR CHILDREN FOR
DECADES.
I HAVE FOUND MEMORIES OF
GROWING UP AND ATTENDING THE
BOYS CLUB WHEN I WENT THERE.
IT WAS A BOYS CLUB.
AND THE GIRLS COULD NOT USE THE
BOYS AND GIRLS CLUB.
GINA, SHE WILL TELL YOU, THEY
WOULD STAND ON THE STEPS IN
THOSE COLD, COLD DAYS AND THEY
COULDN'T USE THE BOYS AND GIRLS
CLUB, AND THANK GOD THAT HAS
CHANGED.
UNDER FATHER JOHN'S LEADERSHIP,
THE CLUB HAS GROWN AND BECOME A
POPULAR AFTER-SCHOOL PROGRAM
PROVIDING HOMEWORK HELP, ARTS,
CRAFTS, RECREATION, ACTIVITIES
INCLUDING SPORTS, EXERCISE, AND
OTHER TYPES OF GAMES AND
ACTIVITIES.
AS A PRIEST, FATHER JOHN HAS
DEDICATED HIS LIFE TO HELPING
CHILDREN SHAPE THEIR FUTURE.
HE HAS LEARNED DURING HIS YEARS
AND BROUGHT THIS TO EAST BOSTON
AND MADE A HUGE DIFFERENCE IN
PEOPLE'S LIVES.
YOU CAN TELL HOW MUCH AN
IMPRESSION HE HAS MADE BY THE
POPULARITY OF HIS PROGRAM THAT
HE RUNS, AND THE MEMBERSHIP IS
INCLUSIVE.
HE SERVES PROBABLY OVER 400
KIDS.
WHENEVER SOMEONE WANTS TO DO
SOMETHING IN EAST BOSTON AND
THEY WANT TO HELP THE
COMMUNITY, I SAY YOU HAVE TO
SEE FATHER JOHN AT THE BOYS AND
GIRLS CLUB.
HE REALLY SERVES ALL OF THE
YOUNG KIDS IN OUR NEIGHBORHOOD,
AND HIS WHOLE STAFF DOES REALLY
GREAT JOB.
SO WITH THAT, I HAVE AN HONOR
TO INTRODUCE FATHER JOHN.
>> THANK YOU.
BEFORE WE HAVE OUR INVOCATION,
WE SHOULD REMEMBER ALLISON WAS
THE YOUNG LADY WITH THE DUCK
BOAT TRAGEDY, AND THAT WE
REMEMBER HER AND THIS LITTLE
STORY THAT I'LL TELL YOU WILL
BE DEDICATED IN HER MEMORY.
USUALLY YOU HAVE A LOT OF
DIFFERENT PRAYERS, BUT I THINK
IF I TELL A LITTLE STORY WITH A
MORAL TO IT, I THINK WE'LL
REMEMBER IT A LITTLE BETTER.
SINCE I'M WITH KIDS ALL DAY,
THEY LIKE STORIES.
OLDER PEOPLE LIKE STORIES.
AND ALL OF THE YOUNG PEOPLE, I
THINK, LIKE STORIES, TOO.
STORIES ABOUT AN INCIDENT
THAT'S A TRUE STORY ABOUT A
LADY THAT WAS AT AN AIRPORT.
SHE WAS A BUSINESSWOMAN.
SHE TRAVELLED A LOT.
AND LIKE MOST OF US WHEN YOU
TRAVEL.
SINCE SHE WAS A FREQUENT FLYER,
SHE WOULD GO INTO THE VIP
LOUNGE.
SO SHE FELT SPECIAL SO.
SHE SAID, LET ME GET A BOOK.
LET ME GET SOME COOKIES.
AND I'LL JUST CATCH UP ON MY
READING, PASS THE TIME, RELAX.
SO SHE GOES INTO THE LOUNGE,
GETS A NICE LITTLE CHAIR.
AND OPENS UP HER BOOK, AND A
MAN SITS NEXT TO HER WITH THE
NEWSPAPER.
HE'S CLEARING HIS THROAT, AND
SHE SAID, ALL THESE CHAIRS,
THIS GUY HAS TO SIT NEXT TO ME?
ALL OF A SUDDEN, SHE REACHES
DOWN AND SHE TAKES A COOKIE OUT
OF THE BAG.
AND SHE EATS IT.
ALL OF A SUDDEN, THE GUY
READING THE NEWSPAPER -- WELL
DRESSED AND EVERYTHING -- HE
GOES AND GRABS A COOKIE, TOO.
NOW, SHE GETS REALLY MAD AT
THIS.
SHE SAYS, THE NERVE OF THIS
GUY!
HE TOOK MY COOKIE!
THE NERVE!
THEY'RE MY COOKIES!
ALL OF A SUDDEN, SHE TOOK
ANOTHER ONE, THEN HE TOOK
ANOTHER ONE.
AND THEY KEPT DOING THAT.
SHE WAS GETTING MORE AND MORE
INCENSED THAT HE WAS TAKING
THOSE COOKIES.
UNTIL ALL OF A SUDDEN THERE WAS
ONE LEFT, AND SHE SAID, SURELY
HE HAS ENOUGH MORALITY TO LEAVE
ME THE LAST COOKIE.
AND HE TAKES THE LAST COOKIE.
AND HE BREAKS IT IN HALF.
AND HE GIVES IT TO HER.
SHE WAS SO MAD, SHE JUST LEFT
THAT VIP LOUNGE AND WENT TO THE
GATE AND WAITED THERE.
SHE STARTED LOOKING AT SOME OF
THE STUFF IN HER POCKETBOOK.
SHE WAS LOOKING FOR HER
BOARDING PASS.
AND LO AND BEHOLD, SHE FOUND
HER PACK OF COOKIES.
SHE WAS TAKING HIS COOKIES.
[ LAUGHTER ]
SO IMMEDIATELY, THIS POOR OLD
LADY IS SITTING THERE AND, YOU
KNOW, THE TERMINAL, AND SHE
SAYS, "HAVE A COOKIE."
THE LADY SAYS, "I DON'T WANT A
COOKIE."
"HAVE A COOKIE!"
AND SHE WENT LOOKING FOR THIS
GUY AND COULDN'T FIND HIM,
BECAUSE SHE FELT TERRIBLE.
BECAUSE HERE IS THIS GUY
SHARING HIS COOKIES WITH HER,
INNOCENTLY, AND BREAKING THE
LAST COOKIE.
THE MORAL OF THE STORY IS VERY
SIMPLE.
WE HAVE TO ALWAYS THINK THAT
THE GOOD IN PEOPLE AND NOT
JUDGE ANYONE.
AND IF WE DO THAT, WE'RE GOING
TO HAVE A BETTER FUTURE WITH
OUR YOUNG PEOPLE.
EACH MORNING WHEN I GET UP, I
SAY THE SAME PRAYER I'VE BEEN
SAYING FOR ALMOST 40 YEARS.
AND I SAY, GOD, PLEASE PROTECT
THE KIDS, PROTECT THE YOUNG
PEOPLE, AND HELP ME, ALONG WITH
EVERYONE ELSE, TO SEE IN THE
YOUNG PEOPLE A GREATER FUTURE,
PROTECT THE KIDS THAT MIGHT
HAVE RUN AWAY FROM HOME, THOSE
WHO HAVE SUCCUMBED TO THE
ALLUREMENTS OF SUBSTANCE ABUSE,
THAT WITH GOD'S MERCY, AND MORE
IMPORTANTLY, HOPEFULLY, THAT
MERCY WILL TOUCH THEIR HEARTS,
A POSITIVE INFLUENCE WILL COME
IN THEIR LIVES, THAT THEY WILL
BE SAFE AND RETURN HOME.
I'M PRIVILEGED TO BE HERE.
I ALWAYS COME JUST TO SEE IF
SAL REALLY WORKS.
[ LAUGHTER ]
HE SAYS HE DOES.
HE GETS IN THE PAPER, AND HE
LOOKS LIKE HE'S DOING
SOMETHING, SO I WANTED
VERIFICATION.
SO I'M GOING TO GO BACK --
[ OFF MIC ]
-- YOU HAVE TO GET UP EARLY
TOMORROW BECAUSE WE'RE HAVING A
BREAKFAST.
HE'S ALL NERVOUS.
SO I THINK WE NEED TO PRAY IN A
SPECIAL WAY, ALWAYS FOR OUR
YOUNG PEOPLE, AND THANK YOU FOR
ALL YOU DO IN THE COUNCIL, BUT
MORE IMPORTANTLY, TO REALIZE
THE SUPPORT THAT EVERYONE WILL
GIVE YOU BECAUSE OF THE
GOODNESS IN YOUR HEARTS.
GOD BLESS YOU.
[ PLEDGE ]
>> THANK YOU VERY MUCH, FATHER
MAZZARO AND COUNCILOR
LAMATTINA.
FOR THIS MORNING'S
PRESENTATION, I WANTED TO
INVITE PARENTS OF ALLISON WHO
ARE HERE WITH US.
IRA AND MARSA.
AND ALTHOUGH WE ARE HEARTBROKEN
WITH THEM THAT ONE OF THE
BEAUTIFUL YOUNG PEOPLE OF
BOSTON WAS LOST IN A TRAGIC
ACCIDENT ON OUR STREETS, WE ARE
HONORED TO HAVE THEM WITH US,
AS THEY REACHED OUT TO SEVERAL
OF OUR COLLEAGUES TO REMEMBER
THEIR DAUGHTER AND TALK ABOUT
HOW THEY'RE CHANNELLING THEIR
ENERGY AND EFFORTS INTO
ADVOCACY ON BEHALF OF HER AND
ON BEHALF OF THE MANY, MANY
BOSTONIANS AND THOSE BEYOND WHO
WE NEED TO MAKE SURE HAVE THE
SAFEST POSSIBLE ENVIRONMENT IN
OUR CITY.
SO WELCOME, AND THANK YOU FOR
JOINING US, IN TOWN FROM HAWAII
FOR A FEW WEEKS.
IVAN AND MARTHA WARMOUTH.
>> THANK YOU.
THANK YOU FOR GIVING ME TIME TO
EXPRESS MY FEELINGS ABOUT THE
TRAGIC ACCIDENT WHEN A DUCK
BOAT RAN OVER AND KILLED MY
DAUGHTER.
SHE WAS JUST 28 YEARS OLD.
THIS CREATES A HUGE HOLE IN OUR
FAMILY.
ALLISON WAS A MUCH BELOVED
DAUGHTER AND SISTER TO TWO
SIBLINGS.
WE PREPARED A MEMORIAL CARD FOR
HER FUNERAL, WHICH I SEE YOU
HAVE A COPY OF.
YOUR COMMENTS ON THE BACK WERE
RECALLED FROM FACEBOOK POSTS,
FROM FAMILIES AND FRIENDS
FOLLOWING HER DEATH.
YOU WILL SEE THAT SHE WAS TRULY
A REMARKABLE WOMAN WHO TOUCHED
MANY LIVES.
ALI WORKED AS SENIOR
UNDERWRITER AT LEXINGTON
INSURANCE, A SUBSIDIARY OF AIG,
AND SHE LED THE HEALTHCARE TEAM
IN BOSTON.
ALI WAS A MEMBER OF THE
COMPANY'S HIGH-POTENTIAL
LEADERSHIP DEVELOPMENT PROGRAM,
AND A KEY LEADER IN THE
COMPANY'S INNOVATION BOOTCAMP
PROGRAM.
AS A MEASURE OF HER OUTGOING
PERSONALITY, ALI WAS VICE
PRESIDENT OF THE LEXINGTON
POSTMASTER'S CLUB.
SHE WAS PREPARING TO RELOCATE
TO CHICAGO TO PURSUE HER MBA
AND ALSO TAKE ON THE ROLE OF
HEALTHCARE MANAGER IN AIG'S
CHICAGO OFFICE, A PROMOTION SHE
EARNED THROUGH DEDICATION AND
HARD WORK, AND ONE SHE WAS
EXCITED ABOUT.
ALI VOLUNTEERED ON SATURDAYS,
SUPPORTING THE WOMAN'S LUNCH
PLACE, AN ORGANIZATION THAT
HELPS WOMEN EXPERIENCING
HOMELESSNESS OR POVERTY.
SHE WAS AN INTENTIONAL GIVER
WITH A PLAN AND A BUDGET TO
SHARE TIME AND MONEY WITH THE
LESS FORTUNATE.
ALI WAS VERY HAPPY THE DAY SHE
DIED.
HER CAREER AT AIG WAS IN FULL
FLOWER.
SHE WAS READY TO START HER MBA.
SHE WAS EXCITED ABOUT CHICAGO.
SHE WAS FIT AND STRONG, AND
THEN DISASTER.
MY WIFE AND I BELIEVE THIS TYPE
OF ACCIDENT IS PREVENTIBLE.
I'M SURE THERE ARE MANY WAYS TO
IMPROVE DUCK BOAT SAFETY, BUT
AN EASY FIX THAT WOULD GO A
LONG WAY PREVENTING THIS FROM
EVER HAPPENING AGAIN IS SIMPLY
TO ADD A SECOND PERSON TO THE
DUCK BOAT CREW TO CONDUCT THE
HISTORY TOUR.
WE BELIEVE THAT IF THE DRIVER
WAS 100% FOCUSED ON THE ROAD
INSTEAD OF MULTITASKING AS
DRIVER, HISTORY TOUR LECTURER
AND ENTERTAINER, THE CHANCE FOR
THIS TYPE OF ACCIDENT WOULD BE
GREATLY REDUCED.
SUPER DUCK TOURS IN BOSTON
ALREADY EMPLOY THIS BUSINESS
MODEL.
DUCK TOURS IN OTHER CITIES DO
THE SAME.
WE BELIEVE THE CITY OF BOSTON
SHOULD REQUIRE BOSTON DUCK
TOURS TO IMPLEMENT THIS CHANGE
IMMEDIATELY.
THANK YOU FOR ALLOWING ME TO
SPEAK.
>> THANK YOU BOTH FOR SHARING
YOUR STORY AND REMEMBERING
ALLISON HERE WITH US TODAY.
AND THANK YOU FOR YOUR ADVOCACY
ON BEHALF OF MANY OTHERS.
>>> SO WE WILL TAKE A DEEP
BREATH, AND AGAIN REMINDED THIS
MORNING OF THE VERY VITAL
NATURE OF THE WORK THAT HAPPENS
IN THIS BUILDING AND ON -- AND
THROUGHOUT OUR CITY, AND KEEP
THAT IN MIND AS WE PROCEED.
MADAM CLERK, WE SHALL PROCEED
WITH FORMATAL BUSINESS OF
TODAY'S MEETING.
IF THERE ARE ANY OBJECTIONS TO
LAST WEEK'S MINUTES, PLEASE
MAKE THEM KNOWN.
SEEING AND HEARING NONE, THE
MINUTES OF LAST WEEK'S MEETING
STAND APPROVED.

>> DOCKET NUMBER 0786,
COUNCILOR CIOMMO OFFERED THE
FOLLOWING ORDER FOR A HEARING
REGARDING A MEDICAL MARIJUANA
DISPENSARY AT 230 HARVARD
AVENUE, IN BOSTON.
>> COUNCILOR CIOMMO, YOU HAVE
THE FLOOR.
>> THANK YOU, MADAM PRESIDENT.
SINCE THE BAKER ADMINISTRATION
HAS TAKEN OVER THE STATE AND
THE DEPARTMENT OF PUBLIC HEALTH
IN PARTICULAR, THE PROCESS TO
SITE A MEDICAL MARIJUANA
DISPENSARY IN THE
MUNICIPALITIES ACROSS THE
COMMONWEALTH HAS CHANGED.
LOCAL MUNICIPALITIES HAVE AN
ACTIVE ROLE IN THE PROCESS OF
CITING MARIJUANA DISPENSARIES.
A LETTER OF NONOPPOSITION OR
SUPPORT FROM THE YOU MAYOR OR
LEGISLATIVE ARE REQUIRED FOR
APPLICANTS SEEKING APPROVAL TO
OPEN A DISPENSARY.
IT'S A NONPROFIT ORGANIZATION
LOOKING TO SET A DISPENARY AT
230 HARVARD, BOSTON
NEIGHBORHOOD, LITERALLY AT THE
BORDER WITH BROOKLINE.
THE ARROW IS PRESENTLY ZONED
FOR MEDICAL MARIJUANA USE
REQUIRING A CONDITIONAL USE
PERMIT.
I PUT FORTH AN ORDER FOR THIS
HEARING SO THE COUNCIL MAY
ISSUE ITS POSITION ON THE
MATTER.
CONSISTENT WITH THE NEW
REGULATION.
THANK YOU.
>> THANK YOU, COUNCILOR CIOMMO.
WOULD ANYONE ELSE LIKE TO SPEAK
ON THIS DOCKET?
DOCKET NUMBER 0786 WILL BE
ASSIGNED TO THE COMMITTEE ON
PLANNING AND DEVELOPMENT.
>> DOCKET 07787, COUNCILOR
ESSAIBI-GEORGE OFFERED THE
FOLLOWING RESOLUTION IN SUPPORT
OF MASSACHUSETTS STATE SENATE
BUDGET AMENDMENT 779 BY SENATOR
LINDA DORCENA FORRY.
>> THANK YOU, I OFFER BUDGET
AMENDMENT 779 OFFERED BY MANY
OF OUR STATE SENATOR FORRY.
779 DOES A LOT OF GREAT THINGS,
BUT MOST IMPORTANTLY, IT WILL
INCREASE FUNDING FOR THE
VOUCHER PROGRAM TO $120 MILLION
IN THE COMMONWEALTH'S BUDGET.
THIS WILL MAKE AN INVALUABLE
DIFFERENCE FOR SO MANY HOMELESS
FAMILIES.
$120 MILLION FOR MRVP WILL
INCREASE THE NUMBER OF
AVAILABLE VOUCHERS AND MOVE OUR
FAMILIES TO MOTELS AND SHELTERS
INTO STABLE HOMES.
THIS AMENDMENT WILL ALSO MAKE
MIVP MORE USABLE IN THE CITY OF
BOSTON BY INCREASING THE
VOUCHER RENT CAP SO FAMILIES
CAN RETURN TO THE CITY.
THERE ARE MORE THAN 3,000
HOMELESS FAMILIES IN
MASSACHUSETTS TODAY, AND MORE
FAMILIES IN THE STATE EMERGENCY
SYSTEM, SHELTER SYSTEM, COME
FROM BOSTON THAN ANY OTHER PART
OF THE STATE.
I COMMEND SENATOR FORRY FOR HER
LEADERSHIP AND ASK THAT THE
ENTIRE BOSTON DELEGATION IN
THIS BODY FOLLOW HER LEAD AND
SUPPORT THIS AMENDMENT.
HOMELESS ADULTS AND CHILDREN,
INCLUDING THOSE LIVING IN MOTEL
ROOMS, SUFFER IN WAYS THAT MANY
OF US WOULD FIND HARD TO
IMAGINE.
TODAY, LET'S DO SOMETHING ABOUT
IT.
I ASK FOR SUSPENSION OF THE
RULES AND THE SUPPORT OF MY
COLLEAGUES IN THIS UNANIMOUS
PASSAGE OF THIS RESOLUTION.
THANK YOU.
>> THANK YOU, COUNCILOR
ESSAIBI-GEORGE.
COUNCILOR PRESSLEY, YOU HAVE
THE FLOOR.
>> THANK YOU, MADAM PRESIDENT.
I RISE TO COMMEND THE MAKER AND
ASK TO HAVE MY NAME ADDED.
YOU KNOW, THIS HAS BEEN THE
TOPIC DU JOUR VERY APROPOS,
VERY TIMELY ON THE HEELS OF
LAST NIGHT'S GBIO MEETING, THE
CPA, I WANT TO THANK COUNCILOR
ESSAIBI-GEORGE FOR HER
LASER-FOCUS, HER VIGILANCE AND
HER ADVOCACY IN THIS SPACE.
OF COURSE, I WANT TO COMMEND
THE STATE SENATOR -- THE AUTHOR
OF THIS AMENDMENT, SENATOR
FORRY, FOR PUSHING FOR AN
INCREASE IN STATE SUPPORT OF
THE HOUSING VOUCHERS AND
MEMBERS OF THE DELEGATION
BOSTON WHO HAVE SIGNED ON,
CHANG DIAZ, AND WE HAVE TO
THANK THE ADVOCATES LIKE HUD
TENANTS AND OTHERS, FOR THE
HARD WORK OF BOTH EDUCATING,
ADVOCATING AND LOBBYING THE
STATEHOUSE AND CITY HALL.
AS UNDERSCORED IN LAST NIGHT'S
GBIO MEETING ON CPA, EVERYBODY
DESERVES A RIGHT TO THIS CITY,
AND EVERYONE DESERVES RIGHT TO
SHELTER, AND THAT'S WHAT I
REALLY APPRECIATE ABOUT THE
LANGUAGE IN THIS RESOLUTION,
AND IN THIS AMENDMENT.
WE ALL HEAR FROM OUR
CONSTITUENTS ON A DAILY BASIS,
WHO ARE ON GROWING WAIT LISTS
FOR HOUSING VOUCHERS AND REALLY
DO BELIEVE THIS WILL PROVE A
CLINICAL GAME CHANGER, THE
DIFFERENCE BETWEEN THOSE THAT
ARE JUST ON THE PRECIPICE
BETWEEN HOMELESSNESS OR THOSE
WHO CAN, WITH THESE VOUCHERS,
HAVE THE FOUNDATION THAT
THEY'RE OWED AND THAT THEY
DESERVE TO ENSURE THEY LEAD
HEALTHY AND THRIVING LIVES.
SO AGAIN, I COMMEND THE MAKER
AND WISH TO HAVE MY NAME ADDED.
>> THANK YOU, COUNCILOR
PRESSLEY.
MADAM CLERK, PLEASE ADD
COUNCILOR PRESSLEY'S NAME.
COUNCILOR ZAKIM, YOU HAVE THE
FLOOR.
>> THANK YOU, MADAM PRESIDENT.
I ALSO RISE TO COMMEND A GREAT
COLLEAGUE ON THIS IMPORTANT
RESOLUTION, AND I WILL BE
ASKING THAT MY NAME WILL BE
ADDED AS WELL AND WILL BE
VOTING IN FAVOR.
THIS IS SUCH AN IMPORTANT ISSUE
RIGHT NOW.
AND AS YOU, MADAM PRESIDENT,
AND I JOIN IN CALLING FOR A
HEARING AND ASKING TO INCLUDE A
HOUSING VOUCHER PROGRAM FUNDED
BY THE CITY, AS WELL, IT IS
CLEAR THAT WE ARE AT A CRISIS,
AND WE HAVE MANY ACTIVISTS,
SOME OF WHOM ARE HERE TODAY,
FROM MASS LINE, HUD TENANTS,
CBIO, NUMEROUS ORGANIZATIONS
THAT HAVE BEEN LASER-FOCUSED ON
THIS ISSUE, THAT HAVE HELPED US
FOCUS ON NEW WAYS TO TACKLE AN
ISSUE THAT'S EXISTED FOR FAR
TOO LONG IN THE CITY OF BOSTON,
THE HOUSING AFFORDABILITY.
AT THE TIME WHEN WE SUPPORTED A
CPA ON THE BALLOT, FINDING NEW
WAYS WHEN THE WALSH
ADMINISTRATION HAS DEDICATED
$7.5 MILLION TO KEEP OUR
NEIGHBORHOODS AFFORDABLE, IT'S
INCREDIBLY IMPORTANT WE HAVE
OTHER RESOURCES, AS WELL, THE
STATE, FEDERAL GOVERNMENT, AND
THE CITY CAN'T DO IT ALONE.
IT'S IMPORTANT WE MAKE OUR
VOICES HEARD ON BEACON HILL AND
CAPITAL HILL.
AGAIN, PLEASE ADD MY NAME.
I LOOK FORWARD TO FAST PASS AND
HOPEFULLY GETTING THE RESOURCES
THAT WE NEED IN THE HANDS OF
THE PEOPLE WHO NEED THEM MOST.
THANK YOU.
>> MADAM CLERK, ADD COUNCILOR
ZAKIM'S NAME.
COUNCILOR LAMATTINA.
>> THANK YOU, MADAM PRESIDENT.
I RISE TO COMMEND THE MAKER,
ESSAIBI-GEORGE, AND ASK THAT MY
NAME BE ADDED.
BEFORE I WORKED IN CITY
GOVERNMENT, I WAS A HOMELESS
ADVOCATE IN EAST BOSTON.
AND ONCE A YEAR, WE GO THERE IN
JUNE, AND A FUND-RAISER, AND I
GET A CHANCE TO SIT DOWN AND
SPEAK WITH THE FAMILIES.
30 YEARS, AND IT'S THE SAME --
THE SAME ISSUES THAT THEY'RE
FACING.
IT'S MUCH HARDER TODAY.
BECAUSE 30 YEARS AGO, WHEN I
WAS WORKING AT THE SHELTER, I
WOULD HAVE THESE -- THEY WERE
CALLED SECTION 707s.
SO I WAS ABLE TO GO TO A
LANDLORD AND GET A VOUCHER.
I WAS ALSO ABLE TO SAY, IF YOU
RENT TO ONE OF MY HOMELESS
FAMILIES, I CAN GIVE YOU A
MONTH'S RENT.
IT WAS VERY HELPFUL.
VERY HARD.
AND TODAY, AS THE FEDERAL
GOVERNMENT JUST GETS AWAY FROM
THE SECTION 8 CERTIFICATE, IT'S
VERY DIFFICULT FOR THESE
FAMILIES.
WE PAY MORE MONEY TO HOUSE
FAMILIES AT THE FAMILY SHELTER
AND IN THE SHELTERS AND MOTELS.
WE SHOULD BE GIVING THESE
FAMILIES VOUCHERS SO THEY CAN
GET AN APARTMENT TO RAISE THEIR
FAMILIES.
IT'S NOT RIGHT THEY'RE LIVING
IN A SHELTER.
SIX, SEVEN PEOPLE LIVING IN ONE
ROOM AT BOSTON FAMILY SHELTER.
IT'S HORRIBLE.
I WANT TO COMMEND THE MAKER AND
THANK YOU FOR BRINGING THIS TO
OUR ATTENTION.
>> THANK YOU, COUNCILOR
LAMATTINA.
PLEASE ADD HIS NAME.
COUNCILOR JACKSON, YOU HAVE THE
FLOOR.
>> THANK YOU VERY MUCH, MADAM
PRESIDENT.
I RISE TO COMMEND COUNCILOR
ESSAIBI-GEORGE FOR THIS TIMELY
RESOLUTION.
RECENTLY, "THE BOSTON GLOBE"
NOTED THAT 50% OF THE PEOPLE IN
THE CITY OF BOSTON MAKE $35,000
A YEAR OR LESS.
AND AS COUNCILOR LAMATTINA JUST
NOTED, IT'S BEEN LIKE THAT FOR
30 YEARS.
THE SAME NUMBER FOR 30 YEARS.
AND SO, WE KNOW THAT COSTS HAVE
GONE UP OVER THE COURSE OF
TIME.
AND I THINK THE MOST ATTRACTIVE
PART ABOUT SENATOR FORRY'S
LEGISLATION IS THAT IT ACTUALLY
IS RELEVANT TO THE BOSTON
MARKET, AND THE VOUCHERS ARE
ACTUALLY TRUE TO THE PRICES
THAT WE NEED.
LAST NIGHT, WE WERE WITH 900
ADVOCATES AT TBIO, AND AN
ALLIANCE FOR HUD TENANTS
PUSHING US ON THIS LEVEL.
I THINK THIS IS REALLY THE
CHARACTER OF OUR CITY AND THE
CHARACTER OF OUR STATE, AND WE
ARE A COMMONWEALTH, WHICH IS
REALLY ABOUT THE COMMON GOOD
AND REALLY HAPPY WE'RE ABLE TO
MOVE THIS FORWARD.
AND I WILL BE SUPPORTING THIS,
PLEASE ADD MY NAME.
THANK YOU SO MUCH.
>> THANK YOU, COUNCILOR
JACKSON.
ADD COUNCILOR FLAHERTY,
COUNCILOR BAKER, CAMPBELL,
CIOMMO, COUNCILOR LINEHAN,
COUNCILOR McCARTHY, AND PLEASE
ADD THE CHAIR'S NAME.
AT THIS TIME, COUNCILOR
ESSAIBI-GEORGE MOVES FOR
SUSPENSION OF THE RULES AND
ADOPTION OF DOCKET 0787.
ALL THOSE IN FAVOR SAY AYE.
>> All: AYE.
>> MADAM CLERK, WOULD YOU
PLEASE CALL THE ROLL?
[ ROLL CALL ]
MADAM PRESIDENT, DOCKET --
[ OFF MIC ]
--
>> THANK YOU, MADAM CLERK.
DOCKET 07 87 HAS BEEN ADOPTED
WITH A 12-0 VOTE.
>> DOCKET 0788, COUNCILOR
EASTBOUND EASTBOUND OFFERED THE
FOLLOWING ORDER FOR A HEARING
REGARDING GRADE CONFIGURATIONS
IN BOSTON PUBLIC SCHOOLS.
>> COUNCILOR ESSAIBI-GEORGE,
YOU HAVE THE FLOOR.
>> THANK YOU, ALL.
LAST WEEK, WE CALLED FOR A
HEARING ORDER ON THE START
TIMES EVER HIGH SCHOOLS.
AND SINCE THEN, WE'VE
RECEIVED -- OUR OFFICE HAS
RECEIVED LOTS OF THANKS AND
APPRECIATION FOR THAT EFFORT,
AND TO LOOK AT THE START TIME
OF HIGH SCHOOLS.
SO WE'VE ALSO RECEIVED A
REQUEST FROM A NUMBER OF FOLKS
TO ADD TO THAT CONVERSATION IN
A SEPARATE HEARING ORDER THE
GRADE CONFIGURATIONS OF ALL OF
THE SCHOOLS IN THE CITY OF
BOSTON, AND TO ALSO LOOK AT THE
START TIMES OF ALL OF THE
GRADES.
THE CITY OF BOSTON AND ITS 125
SCHOOLS HAS ANYWHERE FROM 19 TO
33 DIFFERENT GRADE
CONFIGURATIONS.
SOME OF THEM MAKE SENSE.
MANY OF THEM DON'T.
AND I LOOK FORWARD TO HAVING A
PRODUCTIVE CONVERSATION TO MAKE
SURE THAT OUR GRADE
CONFIGURATION MAKES SENSE, IT
CARES FOR FAMILIES, FOR SCHOOL
OPERATIONS, AND THAT WE'RE NOT
CREATING OR ENCOURAGING OR
CONTINUING BARRIERS FOR OUR
STUDENTS AND THEIR FAMILIES,
BOTH IN ENROLLMENTS AND STUDENT
AND FAMILY TRANSITIONS FROM
GRADE TO GRADE AND BUILDING TO
BUILDING.
AND TO REALLY JUST HAVE A MORE
COMPLETE CONVERSATION WHEN WE
DISCUSS THE START TIMES IN OUR
HIGH SCHOOLS, BUT WE'RE ALSO
TAKING A LOOK AT SOME OF THE
GRADE CONFIGURATIONS AND MAKING
BOSTON PUBLIC SCHOOLS AN EVEN
MORE SUCCESSFUL SCHOOL SYSTEM.
THANK YOU.
>> THANK YOU, COUNCILOR
ESSAIBI-GEORGE.
MADAM CLERK, WOULD YOU PLEASE
ADD COUNCILOR JACKSON'S NAME,
LAMATTINA, COUNCILOR PRESSLEY,
FLAHERTY, CIOMMO, COUNCILOR
CAMPBELL.
DOCKET NUMBER 0788 WILL BE
ASSIGNED TO THE COMMITTEE ON
EDUCATION.
PERSONNEL ORDERS, MADAM CLERK.
>> DOCKET NUMBER 0789,
COUNCILOR WU FOR COUNCILOR
O'MALLEY OFFERED THE FOLLOWING
ORDER --
>> CHAIR MOVES FOR SUSPENSION
AND PASSAGE OF 0789.
ALL THOSE IN FAVOR, VOTE "AYE,"
OPPOSED, "NO."
DOCKET 0789 HAS PASSED.
>> DOCKET NUMBER 0790,
COUNSELSER WU FOR --
>> MOVE FOR SUSPENSION AND
PASSAGE OF 0790.
ALL THOSE IN FAVOR, VOTE "AYE,"
OPPOSED, "NO."
DOCKET NUMBER 0790 HAS PASSED.
I AM INFORMED BY THE CLERK THAT
THERE ARE FOUR LATE-FILED
MATTERS, WHICH IN THE ABSENCE
OF OBJECTION, WILL BE ADDED TO
TODAY'S AGENDA.

CALL THE ROLL TO ASCERTAIN THE
PRESENCE OF A QUORUM.
[ ROLL CALL ]
[ ROLL CALL ]
[ OFF MIC ]
>> THANK YOU.
AT THIS TIME, IF ALL COUNCILORS
AND GUESTS WOULD
PLEASE RISE, I WOULD ASK THE
CLERGY TO DELIVER THE
INVOCATION, AND REMAIN STANDING
AND COUNCILOR LAMATTINA WILL
LEAD US IN THE PLEDGE OF
ALLEGIANCE.
>> THANK YOU, MADAM PRESIDENT.
THANK YOU, EVERYBODY.
I HAVE THE
HONOR AND PLEASURE
TO INTRODUCE ONE OF MY FAVORITE
PRIESTS IN EAST BOSTON, FATHER
JOHN MAZZARO, DIRECTOR OF THE
LEGIONS BOYS AND GIRLS CLUB IN
EAST BOSTON.
SOME OF YOU MAY REMEMBER THAT I
INVITED FATHER JOHN HERE A FEW
YEARS AGO, BECAUSE HE'S ONE OF
MY FAVORITES.
HE IS A NATIVE EAST BOSTONIAN
AND A GRADUATE OF ST. DOMINIC
HIGH SCHOOL, AND HE'S A
DIRECTOR OF THE BOYS AND GIRLS
CLUB AND DOING EXCELLENT WORK
THERE FOR OUR YOUTH.
I'M PROUD OF THE TRADITION THAT
THE BOYS AND GIRLS CLUB HAS
INSTILLED IN OUR CHILDREN FOR
DECADES.
I HAVE FOUND MEMORIES OF
GROWING UP AND ATTENDING THE
BOYS CLUB WHEN I WENT THERE.
IT WAS A BOYS CLUB.
AND THE GIRLS COULD NOT USE THE
BOYS AND GIRLS CLUB.
GINA, SHE WILL TELL YOU, THEY
WOULD STAND ON THE STEPS IN
THOSE COLD, COLD DAYS AND THEY
COULDN'T USE THE BOYS AND GIRLS
CLUB, AND THANK GOD THAT HAS
CHANGED.
UNDER FATHER JOHN'S LEADERSHIP,
THE CLUB HAS GROWN AND BECOME A
POPULAR AFTER-SCHOOL PROGRAM
PROVIDING HOMEWORK HELP, ARTS,
CRAFTS, RECREATION, ACTIVITIES
INCLUDING SPORTS, EXERCISE, AND
OTHER TYPES OF GAMES AND
ACTIVITIES.
AS A PRIEST, FATHER JOHN HAS
DEDICATED HIS LIFE TO HELPING
CHILDREN SHAPE THEIR FUTURE.
HE HAS LEARNED DURING HIS YEARS
AND BROUGHT THIS TO EAST BOSTON
AND MADE A HUGE DIFFERENCE IN
PEOPLE'S LIVES.
YOU CAN TELL HOW MUCH AN
IMPRESSION HE HAS MADE BY THE
POPULARITY OF HIS PROGRAM THAT
HE RUNS, AND THE MEMBERSHIP IS
INCLUSIVE.
HE SERVES PROBABLY OVER 400
KIDS.
WHENEVER SOMEONE WANTS TO DO
SOMETHING IN EAST BOSTON AND
THEY WANT TO HELP THE
COMMUNITY, I SAY YOU HAVE TO
SEE FATHER JOHN AT THE BOYS AND
GIRLS CLUB.
HE REALLY SERVES ALL OF THE
YOUNG KIDS IN OUR NEIGHBORHOOD,
AND HIS WHOLE STAFF DOES REALLY
GREAT JOB.
SO WITH THAT, I HAVE AN HONOR
TO INTRODUCE FATHER JOHN.
>> THANK YOU.
BEFORE WE HAVE OUR INVOCATION,
WE SHOULD REMEMBER ALLISON WAS
THE YOUNG LADY WITH THE DUCK
BOAT TRAGEDY, AND THAT WE
REMEMBER HER AND THIS LITTLE
STORY THAT I'LL TELL YOU WILL
BE DEDICATED IN HER MEMORY.
USUALLY YOU HAVE A LOT OF
DIFFERENT PRAYERS, BUT I THINK
IF I TELL A LITTLE STORY WITH A
MORAL TO IT, I THINK WE'LL
REMEMBER IT A LITTLE BETTER.
SINCE I'M WITH KIDS ALL DAY,
THEY LIKE STORIES.
OLDER PEOPLE LIKE STORIES.
AND ALL OF THE YOUNG PEOPLE, I
THINK, LIKE STORIES, TOO.
STORIES ABOUT AN INCIDENT
THAT'S A TRUE STORY ABOUT A
LADY THAT WAS AT AN AIRPORT.
SHE WAS A BUSINESSWOMAN.
SHE TRAVELLED A LOT.
AND LIKE MOST OF US WHEN YOU
TRAVEL.
SINCE SHE WAS A FREQUENT FLYER,
SHE WOULD GO INTO THE VIP
LOUNGE.
SO SHE FELT SPECIAL SO.
SHE SAID, LET ME GET A BOOK.
LET ME GET SOME COOKIES.
AND I'LL JUST CATCH UP ON MY
READING, PASS THE TIME, RELAX.
SO SHE GOES INTO THE LOUNGE,
GETS A NICE LITTLE CHAIR.
AND OPENS UP HER BOOK, AND A
MAN SITS NEXT TO HER WITH THE
NEWSPAPER.
HE'S CLEARING HIS THROAT, AND
SHE SAID, ALL THESE CHAIRS,
THIS GUY HAS TO SIT NEXT TO ME?
ALL OF A SUDDEN, SHE REACHES
DOWN AND SHE TAKES A COOKIE OUT
OF THE BAG.
AND SHE EATS IT.
ALL OF A SUDDEN, THE GUY
READING THE NEWSPAPER -- WELL
DRESSED AND EVERYTHING -- HE
GOES AND GRABS A COOKIE, TOO.
NOW, SHE GETS REALLY MAD AT
THIS.
SHE SAYS, THE NERVE OF THIS
GUY!
HE TOOK MY COOKIE!
THE NERVE!
THEY'RE MY COOKIES!
ALL OF A SUDDEN, SHE TOOK
ANOTHER ONE, THEN HE TOOK
ANOTHER ONE.
AND THEY KEPT DOING THAT.
SHE WAS GETTING MORE AND MORE
INCENSED THAT HE WAS TAKING
THOSE COOKIES.
UNTIL ALL OF A SUDDEN THERE WAS
ONE LEFT, AND SHE SAID, SURELY
HE HAS ENOUGH MORALITY TO LEAVE
ME THE LAST COOKIE.
AND HE TAKES THE LAST COOKIE.
AND HE BREAKS IT IN HALF.
AND HE GIVES IT TO HER.
SHE WAS SO MAD, SHE JUST LEFT
THAT VIP LOUNGE AND WENT TO THE
GATE AND WAITED THERE.
SHE STARTED LOOKING AT SOME OF
THE STUFF IN HER POCKETBOOK.
SHE WAS LOOKING FOR HER
BOARDING PASS.
AND LO AND BEHOLD, SHE FOUND
HER PACK OF COOKIES.
SHE WAS TAKING HIS COOKIES.
[ LAUGHTER ]
SO IMMEDIATELY, THIS POOR OLD
LADY IS SITTING THERE AND, YOU
KNOW, THE TERMINAL, AND SHE
SAYS, "HAVE A COOKIE."
THE LADY SAYS, "I DON'T WANT A
COOKIE."
"HAVE A COOKIE!"
AND SHE WENT LOOKING FOR THIS
GUY AND COULDN'T FIND HIM,
BECAUSE SHE FELT TERRIBLE.
BECAUSE HERE IS THIS GUY
SHARING HIS COOKIES WITH HER,
INNOCENTLY, AND BREAKING THE
LAST COOKIE.
THE MORAL OF THE STORY IS VERY
SIMPLE.
WE HAVE TO ALWAYS THINK THAT
THE GOOD IN PEOPLE AND NOT
JUDGE ANYONE.
AND IF WE DO THAT, WE'RE GOING
TO HAVE A BETTER FUTURE WITH
OUR YOUNG PEOPLE.
EACH MORNING WHEN I GET UP, I
SAY THE SAME PRAYER I'VE BEEN
SAYING FOR ALMOST 40 YEARS.
AND I SAY, GOD, PLEASE PROTECT
THE KIDS, PROTECT THE YOUNG
PEOPLE, AND HELP ME, ALONG WITH
EVERYONE ELSE, TO SEE IN THE
YOUNG PEOPLE A GREATER FUTURE,
PROTECT THE KIDS THAT MIGHT
HAVE RUN AWAY FROM HOME, THOSE
WHO HAVE SUCCUMBED TO THE
ALLUREMENTS OF SUBSTANCE ABUSE,
THAT WITH GOD'S MERCY, AND MORE
IMPORTANTLY, HOPEFULLY, THAT
MERCY WILL TOUCH THEIR HEARTS,
A POSITIVE INFLUENCE WILL COME
IN THEIR LIVES, THAT THEY WILL
BE SAFE AND RETURN HOME.
I'M PRIVILEGED TO BE HERE.
I ALWAYS COME JUST TO SEE IF
SAL REALLY WORKS.
[ LAUGHTER ]
HE SAYS HE DOES.
HE GETS IN THE PAPER, AND HE
LOOKS LIKE HE'S DOING
SOMETHING, SO I WANTED
VERIFICATION.
SO I'M GOING TO GO BACK --
[ OFF MIC ]
-- YOU HAVE TO GET UP EARLY
TOMORROW BECAUSE WE'RE HAVING A
BREAKFAST.
HE'S ALL NERVOUS.
SO I THINK WE NEED TO PRAY IN A
SPECIAL WAY, ALWAYS FOR OUR
YOUNG PEOPLE, AND THANK YOU FOR
ALL YOU DO IN THE COUNCIL, BUT
MORE IMPORTANTLY, TO REALIZE
THE SUPPORT THAT EVERYONE WILL
GIVE YOU BECAUSE OF THE
GOODNESS IN YOUR HEARTS.
GOD BLESS YOU.
[ PLEDGE ]
>> THANK YOU VERY MUCH, FATHER
MAZZARO AND COUNCILOR
LAMATTINA.
FOR THIS MORNING'S
PRESENTATION, I WANTED TO
INVITE PARENTS OF ALLISON WHO
ARE HERE WITH US.
IRA AND MARSA.
AND ALTHOUGH WE ARE HEARTBROKEN
WITH THEM THAT ONE OF THE
BEAUTIFUL YOUNG PEOPLE OF
BOSTON WAS LOST IN A TRAGIC
ACCIDENT ON OUR STREETS, WE ARE
HONORED TO HAVE THEM WITH US,
AS THEY REACHED OUT TO SEVERAL
OF OUR COLLEAGUES TO REMEMBER
THEIR DAUGHTER AND TALK ABOUT
HOW THEY'RE CHANNELLING THEIR
ENERGY AND EFFORTS INTO
ADVOCACY ON BEHALF OF HER AND
ON BEHALF OF THE MANY, MANY
BOSTONIANS AND THOSE BEYOND WHO
WE NEED TO MAKE SURE HAVE THE
SAFEST POSSIBLE ENVIRONMENT IN
OUR CITY.
SO WELCOME, AND THANK YOU FOR
JOINING US, IN TOWN FROM HAWAII
FOR A FEW WEEKS.
IVAN AND MARTHA WARMOUTH.
>> THANK YOU.
THANK YOU FOR GIVING ME TIME TO
EXPRESS MY FEELINGS ABOUT THE
TRAGIC ACCIDENT WHEN A DUCK
BOAT RAN OVER AND KILLED MY
DAUGHTER.
SHE WAS JUST 28 YEARS OLD.
THIS CREATES A HUGE HOLE IN OUR
FAMILY.
ALLISON WAS A MUCH BELOVED
DAUGHTER AND SISTER TO TWO
SIBLINGS.
WE PREPARED A MEMORIAL CARD FOR
HER FUNERAL, WHICH I SEE YOU
HAVE A COPY OF.
YOUR COMMENTS ON THE BACK WERE
RECALLED FROM FACEBOOK POSTS,
FROM FAMILIES AND FRIENDS
FOLLOWING HER DEATH.
YOU WILL SEE THAT SHE WAS TRULY
A REMARKABLE WOMAN WHO TOUCHED
MANY LIVES.
ALI WORKED AS SENIOR
UNDERWRITER AT LEXINGTON
INSURANCE, A SUBSIDIARY OF AIG,
AND SHE LED THE HEALTHCARE TEAM
IN BOSTON.
ALI WAS A MEMBER OF THE
COMPANY'S HIGH-POTENTIAL
LEADERSHIP DEVELOPMENT PROGRAM,
AND A KEY LEADER IN THE
COMPANY'S INNOVATION BOOTCAMP
PROGRAM.
AS A MEASURE OF HER OUTGOING
PERSONALITY, ALI WAS VICE
PRESIDENT OF THE LEXINGTON
POSTMASTER'S CLUB.
SHE WAS PREPARING TO RELOCATE
TO CHICAGO TO PURSUE HER MBA
AND ALSO TAKE ON THE ROLE OF
HEALTHCARE MANAGER IN AIG'S
CHICAGO OFFICE, A PROMOTION SHE
EARNED THROUGH DEDICATION AND
HARD WORK, AND ONE SHE WAS
EXCITED ABOUT.
ALI VOLUNTEERED ON SATURDAYS,
SUPPORTING THE WOMAN'S LUNCH
PLACE, AN ORGANIZATION THAT
HELPS WOMEN EXPERIENCING
HOMELESSNESS OR POVERTY.
SHE WAS AN INTENTIONAL GIVER
WITH A PLAN AND A BUDGET TO
SHARE TIME AND MONEY WITH THE
LESS FORTUNATE.
ALI WAS VERY HAPPY THE DAY SHE
DIED.
HER CAREER AT AIG WAS IN FULL
FLOWER.
SHE WAS READY TO START HER MBA.
SHE WAS EXCITED ABOUT CHICAGO.
SHE WAS FIT AND STRONG, AND
THEN DISASTER.
MY WIFE AND I BELIEVE THIS TYPE
OF ACCIDENT IS PREVENTIBLE.
I'M SURE THERE ARE MANY WAYS TO
IMPROVE DUCK BOAT SAFETY, BUT
AN EASY FIX THAT WOULD GO A
LONG WAY PREVENTING THIS FROM
EVER HAPPENING AGAIN IS SIMPLY
TO ADD A SECOND PERSON TO THE
DUCK BOAT CREW TO CONDUCT THE
HISTORY TOUR.
WE BELIEVE THAT IF THE DRIVER
WAS 100% FOCUSED ON THE ROAD
INSTEAD OF MULTITASKING AS
DRIVER, HISTORY TOUR LECTURER
AND ENTERTAINER, THE CHANCE FOR
THIS TYPE OF ACCIDENT WOULD BE
GREATLY REDUCED.
SUPER DUCK TOURS IN BOSTON
ALREADY EMPLOY THIS BUSINESS
MODEL.
DUCK TOURS IN OTHER CITIES DO
THE SAME.
WE BELIEVE THE CITY OF BOSTON
SHOULD REQUIRE BOSTON DUCK
TOURS TO IMPLEMENT THIS CHANGE
IMMEDIATELY.
THANK YOU FOR ALLOWING ME TO
SPEAK.
>> THANK YOU BOTH FOR SHARING
YOUR STORY AND REMEMBERING
ALLISON HERE WITH US TODAY.
AND THANK YOU FOR YOUR ADVOCACY
ON BEHALF OF MANY OTHERS.
>>> SO WE WILL TAKE A DEEP
BREATH, AND AGAIN REMINDED THIS
MORNING OF THE VERY VITAL
NATURE OF THE WORK THAT HAPPENS
IN THIS BUILDING AND ON -- AND
THROUGHOUT OUR CITY, AND KEEP
THAT IN MIND AS WE PROCEED.
MADAM CLERK, WE SHALL PROCEED
WITH FORMATAL BUSINESS OF
TODAY'S MEETING.
IF THERE ARE ANY OBJECTIONS TO
LAST WEEK'S MINUTES, PLEASE
MAKE THEM KNOWN.
SEEING AND HEARING NONE, THE
MINUTES OF LAST WEEK'S MEETING

FOLLOWING ORDER FOR A HEARING
REGARDING A MEDICAL MARIJUANA
DISPENSARY AT 230 HARVARD
AVENUE, IN BOSTON.
>> COUNCILOR CIOMMO, YOU HAVE
THE FLOOR.
>> THANK YOU, MADAM PRESIDENT.
SINCE THE BAKER ADMINISTRATION
HAS TAKEN OVER THE STATE AND
THE DEPARTMENT OF PUBLIC HEALTH
IN PARTICULAR, THE PROCESS TO
SITE A MEDICAL MARIJUANA
DISPENSARY IN THE
MUNICIPALITIES ACROSS THE
COMMONWEALTH HAS CHANGED.
LOCAL MUNICIPALITIES HAVE AN
ACTIVE ROLE IN THE PROCESS OF
CITING MARIJUANA DISPENSARIES.
A LETTER OF NONOPPOSITION OR
SUPPORT FROM THE YOU MAYOR OR
LEGISLATIVE ARE REQUIRED FOR
APPLICANTS SEEKING APPROVAL TO
OPEN A DISPENSARY.
IT'S A NONPROFIT ORGANIZATION
LOOKING TO SET A DISPENARY AT
230 HARVARD, BOSTON
NEIGHBORHOOD, LITERALLY AT THE
BORDER WITH BROOKLINE.
THE ARROW IS PRESENTLY ZONED
FOR MEDICAL MARIJUANA USE
REQUIRING A CONDITIONAL USE
PERMIT.
I PUT FORTH AN ORDER FOR THIS
HEARING SO THE COUNCIL MAY
ISSUE ITS POSITION ON THE
MATTER.
CONSISTENT WITH THE NEW
REGULATION.
THANK YOU.
>> THANK YOU, COUNCILOR CIOMMO.
WOULD ANYONE ELSE LIKE TO SPEAK
ON THIS DOCKET?
DOCKET NUMBER 0786 WILL BE
ASSIGNED TO THE COMMITTEE ON
PLANNING AND DEVELOPMENT.
>> DOCKET 07787, COUNCILOR
ESSAIBI-GEORGE OFFERED THE
FOLLOWING RESOLUTION IN SUPPORT
OF MASSACHUSETTS STATE SENATE
BUDGET AMENDMENT 779 BY SENATOR
LINDA DORCENA FORRY.
>> THANK YOU, I OFFER BUDGET
AMENDMENT 779 OFFERED BY MANY
OF OUR STATE SENATOR FORRY.
779 DOES A LOT OF GREAT THINGS,
BUT MOST IMPORTANTLY, IT WILL
INCREASE FUNDING FOR THE
VOUCHER PROGRAM TO $120 MILLION
IN THE COMMONWEALTH'S BUDGET.
THIS WILL MAKE AN INVALUABLE
DIFFERENCE FOR SO MANY HOMELESS
FAMILIES.
$120 MILLION FOR MRVP WILL
INCREASE THE NUMBER OF
AVAILABLE VOUCHERS AND MOVE OUR
FAMILIES TO MOTELS AND SHELTERS
INTO STABLE HOMES.
THIS AMENDMENT WILL ALSO MAKE
MIVP MORE USABLE IN THE CITY OF
BOSTON BY INCREASING THE
VOUCHER RENT CAP SO FAMILIES
CAN RETURN TO THE CITY.
THERE ARE MORE THAN 3,000
HOMELESS FAMILIES IN
MASSACHUSETTS TODAY, AND MORE
FAMILIES IN THE STATE EMERGENCY
SYSTEM, SHELTER SYSTEM, COME
FROM BOSTON THAN ANY OTHER PART
OF THE STATE.
I COMMEND SENATOR FORRY FOR HER
LEADERSHIP AND ASK THAT THE
ENTIRE BOSTON DELEGATION IN
THIS BODY FOLLOW HER LEAD AND
SUPPORT THIS AMENDMENT.
HOMELESS ADULTS AND CHILDREN,
INCLUDING THOSE LIVING IN MOTEL
ROOMS, SUFFER IN WAYS THAT MANY
OF US WOULD FIND HARD TO
IMAGINE.
TODAY, LET'S DO SOMETHING ABOUT
IT.
I ASK FOR SUSPENSION OF THE
RULES AND THE SUPPORT OF MY
COLLEAGUES IN THIS UNANIMOUS
PASSAGE OF THIS RESOLUTION.
THANK YOU.
>> THANK YOU, COUNCILOR
ESSAIBI-GEORGE.
COUNCILOR PRESSLEY, YOU HAVE
THE FLOOR.
>> THANK YOU, MADAM PRESIDENT.
I RISE TO COMMEND THE MAKER AND
ASK TO HAVE MY NAME ADDED.
YOU KNOW, THIS HAS BEEN THE
TOPIC DU JOUR VERY APROPOS,
VERY TIMELY ON THE HEELS OF
LAST NIGHT'S GBIO MEETING, THE
CPA, I WANT TO THANK COUNCILOR
ESSAIBI-GEORGE FOR HER
LASER-FOCUS, HER VIGILANCE AND
HER ADVOCACY IN THIS SPACE.
OF COURSE, I WANT TO COMMEND
THE STATE SENATOR -- THE AUTHOR
OF THIS AMENDMENT, SENATOR
FORRY, FOR PUSHING FOR AN
INCREASE IN STATE SUPPORT OF
THE HOUSING VOUCHERS AND
MEMBERS OF THE DELEGATION
BOSTON WHO HAVE SIGNED ON,
CHANG DIAZ, AND WE HAVE TO
THANK THE ADVOCATES LIKE HUD
TENANTS AND OTHERS, FOR THE
HARD WORK OF BOTH EDUCATING,
ADVOCATING AND LOBBYING THE
STATEHOUSE AND CITY HALL.
AS UNDERSCORED IN LAST NIGHT'S
GBIO MEETING ON CPA, EVERYBODY
DESERVES A RIGHT TO THIS CITY,
AND EVERYONE DESERVES RIGHT TO
SHELTER, AND THAT'S WHAT I
REALLY APPRECIATE ABOUT THE
LANGUAGE IN THIS RESOLUTION,
AND IN THIS AMENDMENT.
WE ALL HEAR FROM OUR
CONSTITUENTS ON A DAILY BASIS,
WHO ARE ON GROWING WAIT LISTS
FOR HOUSING VOUCHERS AND REALLY
DO BELIEVE THIS WILL PROVE A
CLINICAL GAME CHANGER, THE
DIFFERENCE BETWEEN THOSE THAT
ARE JUST ON THE PRECIPICE
BETWEEN HOMELESSNESS OR THOSE
WHO CAN, WITH THESE VOUCHERS,
HAVE THE FOUNDATION THAT
THEY'RE OWED AND THAT THEY
DESERVE TO ENSURE THEY LEAD
HEALTHY AND THRIVING LIVES.
SO AGAIN, I COMMEND THE MAKER
AND WISH TO HAVE MY NAME ADDED.
>> THANK YOU, COUNCILOR
PRESSLEY.
MADAM CLERK, PLEASE ADD
COUNCILOR PRESSLEY'S NAME.
COUNCILOR ZAKIM, YOU HAVE THE
FLOOR.
>> THANK YOU, MADAM PRESIDENT.
I ALSO RISE TO COMMEND A GREAT
COLLEAGUE ON THIS IMPORTANT
RESOLUTION, AND I WILL BE
ASKING THAT MY NAME WILL BE
ADDED AS WELL AND WILL BE
VOTING IN FAVOR.
THIS IS SUCH AN IMPORTANT ISSUE
RIGHT NOW.
AND AS YOU, MADAM PRESIDENT,
AND I JOIN IN CALLING FOR A
HEARING AND ASKING TO INCLUDE A
HOUSING VOUCHER PROGRAM FUNDED
BY THE CITY, AS WELL, IT IS
CLEAR THAT WE ARE AT A CRISIS,
AND WE HAVE MANY ACTIVISTS,
SOME OF WHOM ARE HERE TODAY,
FROM MASS LINE, HUD TENANTS,
CBIO, NUMEROUS ORGANIZATIONS
THAT HAVE BEEN LASER-FOCUSED ON
THIS ISSUE, THAT HAVE HELPED US
FOCUS ON NEW WAYS TO TACKLE AN
ISSUE THAT'S EXISTED FOR FAR
TOO LONG IN THE CITY OF BOSTON,
THE HOUSING AFFORDABILITY.
AT THE TIME WHEN WE SUPPORTED A
CPA ON THE BALLOT, FINDING NEW
WAYS WHEN THE WALSH
ADMINISTRATION HAS DEDICATED
$7.5 MILLION TO KEEP OUR
NEIGHBORHOODS AFFORDABLE, IT'S
INCREDIBLY IMPORTANT WE HAVE
OTHER RESOURCES, AS WELL, THE
STATE, FEDERAL GOVERNMENT, AND
THE CITY CAN'T DO IT ALONE.
IT'S IMPORTANT WE MAKE OUR
VOICES HEARD ON BEACON HILL AND
CAPITAL HILL.
AGAIN, PLEASE ADD MY NAME.
I LOOK FORWARD TO FAST PASS AND
HOPEFULLY GETTING THE RESOURCES
THAT WE NEED IN THE HANDS OF
THE PEOPLE WHO NEED THEM MOST.
THANK YOU.
>> MADAM CLERK, ADD COUNCILOR
ZAKIM'S NAME.
COUNCILOR LAMATTINA.
>> THANK YOU, MADAM PRESIDENT.
I RISE TO COMMEND THE MAKER,
ESSAIBI-GEORGE, AND ASK THAT MY
NAME BE ADDED.
BEFORE I WORKED IN CITY
GOVERNMENT, I WAS A HOMELESS
ADVOCATE IN EAST BOSTON.
AND ONCE A YEAR, WE GO THERE IN
JUNE, AND A FUND-RAISER, AND I
GET A CHANCE TO SIT DOWN AND
SPEAK WITH THE FAMILIES.
30 YEARS, AND IT'S THE SAME --
THE SAME ISSUES THAT THEY'RE
FACING.
IT'S MUCH HARDER TODAY.
BECAUSE 30 YEARS AGO, WHEN I
WAS WORKING AT THE SHELTER, I
WOULD HAVE THESE -- THEY WERE
CALLED SECTION 707s.
SO I WAS ABLE TO GO TO A
LANDLORD AND GET A VOUCHER.
I WAS ALSO ABLE TO SAY, IF YOU
RENT TO ONE OF MY HOMELESS
FAMILIES, I CAN GIVE YOU A
MONTH'S RENT.
IT WAS VERY HELPFUL.
VERY HARD.
AND TODAY, AS THE FEDERAL
GOVERNMENT JUST GETS AWAY FROM
THE SECTION 8 CERTIFICATE, IT'S
VERY DIFFICULT FOR THESE
FAMILIES.
WE PAY MORE MONEY TO HOUSE
FAMILIES AT THE FAMILY SHELTER
AND IN THE SHELTERS AND MOTELS.
WE SHOULD BE GIVING THESE
FAMILIES VOUCHERS SO THEY CAN
GET AN APARTMENT TO RAISE THEIR
FAMILIES.
IT'S NOT RIGHT THEY'RE LIVING
IN A SHELTER.
SIX, SEVEN PEOPLE LIVING IN ONE
ROOM AT BOSTON FAMILY SHELTER.
IT'S HORRIBLE.
I WANT TO COMMEND THE MAKER AND
THANK YOU FOR BRINGING THIS TO
OUR ATTENTION.
>> THANK YOU, COUNCILOR
LAMATTINA.
PLEASE ADD HIS NAME.
COUNCILOR JACKSON, YOU HAVE THE
FLOOR.
>> THANK YOU VERY MUCH, MADAM
PRESIDENT.
I RISE TO COMMEND COUNCILOR
ESSAIBI-GEORGE FOR THIS TIMELY
RESOLUTION.
RECENTLY, "THE BOSTON GLOBE"
NOTED THAT 50% OF THE PEOPLE IN
THE CITY OF BOSTON MAKE $35,000
A YEAR OR LESS.
AND AS COUNCILOR LAMATTINA JUST
NOTED, IT'S BEEN LIKE THAT FOR
30 YEARS.
THE SAME NUMBER FOR 30 YEARS.
AND SO, WE KNOW THAT COSTS HAVE
GONE UP OVER THE COURSE OF
TIME.
AND I THINK THE MOST ATTRACTIVE
PART ABOUT SENATOR FORRY'S
LEGISLATION IS THAT IT ACTUALLY
IS RELEVANT TO THE BOSTON
MARKET, AND THE VOUCHERS ARE
ACTUALLY TRUE TO THE PRICES
THAT WE NEED.
LAST NIGHT, WE WERE WITH 900
ADVOCATES AT TBIO, AND AN
ALLIANCE FOR HUD TENANTS
PUSHING US ON THIS LEVEL.
I THINK THIS IS REALLY THE
CHARACTER OF OUR CITY AND THE
CHARACTER OF OUR STATE, AND WE
ARE A COMMONWEALTH, WHICH IS
REALLY ABOUT THE COMMON GOOD
AND REALLY HAPPY WE'RE ABLE TO
MOVE THIS FORWARD.
AND I WILL BE SUPPORTING THIS,
PLEASE ADD MY NAME.
THANK YOU SO MUCH.
>> THANK YOU, COUNCILOR
JACKSON.
ADD COUNCILOR FLAHERTY,
COUNCILOR BAKER, CAMPBELL,
CIOMMO, COUNCILOR LINEHAN,
COUNCILOR McCARTHY, AND PLEASE
ADD THE CHAIR'S NAME.
AT THIS TIME, COUNCILOR
ESSAIBI-GEORGE MOVES FOR
SUSPENSION OF THE RULES AND
ADOPTION OF DOCKET 0787.
ALL THOSE IN FAVOR SAY AYE.
>> All: AYE.
>> MADAM CLERK, WOULD YOU
PLEASE CALL THE ROLL?
[ ROLL CALL ]
MADAM PRESIDENT, DOCKET --
[ OFF MIC ]
--
>> THANK YOU, MADAM CLERK.
DOCKET 07 87 HAS BEEN ADOPTED
WITH A 12-0 VOTE.
>> DOCKET 0788, COUNCILOR
EASTBOUND EASTBOUND OFFERED THE
FOLLOWING ORDER FOR A HEARING
REGARDING GRADE CONFIGURATIONS
IN BOSTON PUBLIC SCHOOLS.
>> COUNCILOR ESSAIBI-GEORGE,
YOU HAVE THE FLOOR.
>> THANK YOU, ALL.
LAST WEEK, WE CALLED FOR A
HEARING ORDER ON THE START
TIMES EVER HIGH SCHOOLS.
AND SINCE THEN, WE'VE
RECEIVED -- OUR OFFICE HAS
RECEIVED LOTS OF THANKS AND
APPRECIATION FOR THAT EFFORT,
AND TO LOOK AT THE START TIME
OF HIGH SCHOOLS.
SO WE'VE ALSO RECEIVED A
REQUEST FROM A NUMBER OF FOLKS
TO ADD TO THAT CONVERSATION IN
A SEPARATE HEARING ORDER THE
GRADE CONFIGURATIONS OF ALL OF
THE SCHOOLS IN THE CITY OF
BOSTON, AND TO ALSO LOOK AT THE
START TIMES OF ALL OF THE
GRADES.
THE CITY OF BOSTON AND ITS 125
SCHOOLS HAS ANYWHERE FROM 19 TO
33 DIFFERENT GRADE
CONFIGURATIONS.
SOME OF THEM MAKE SENSE.
MANY OF THEM DON'T.
AND I LOOK FORWARD TO HAVING A
PRODUCTIVE CONVERSATION TO MAKE
SURE THAT OUR GRADE
CONFIGURATION MAKES SENSE, IT
CARES FOR FAMILIES, FOR SCHOOL
OPERATIONS, AND THAT WE'RE NOT
CREATING OR ENCOURAGING OR
CONTINUING BARRIERS FOR OUR
STUDENTS AND THEIR FAMILIES,
BOTH IN ENROLLMENTS AND STUDENT
AND FAMILY TRANSITIONS FROM
GRADE TO GRADE AND BUILDING TO
BUILDING.
AND TO REALLY JUST HAVE A MORE
COMPLETE CONVERSATION WHEN WE
DISCUSS THE START TIMES IN OUR
HIGH SCHOOLS, BUT WE'RE ALSO
TAKING A LOOK AT SOME OF THE
GRADE CONFIGURATIONS AND MAKING
BOSTON PUBLIC SCHOOLS AN EVEN
MORE SUCCESSFUL SCHOOL SYSTEM.
THANK YOU.
>> THANK YOU, COUNCILOR
ESSAIBI-GEORGE.
MADAM CLERK, WOULD YOU PLEASE
ADD COUNCILOR JACKSON'S NAME,
LAMATTINA, COUNCILOR PRESSLEY,
FLAHERTY, CIOMMO, COUNCILOR
CAMPBELL.
DOCKET NUMBER 0788 WILL BE
ASSIGNED TO THE COMMITTEE ON
EDUCATION.

>> DOCKET NUMBER 0789,

O'MALLEY OFFERED THE FOLLOWING

YOUR DESK ALREADY?

>> COUNCILOR MICHELLE WU FOR

>> COUNCILOR LINEHAN MOVES FOR

FIRST LATE FILE.
ALL THOSE IN FAVOR, VOTE "AYE,"
OPPOSED, "NO."
